The FAR Project (Support to Agri-Food Value Chains) in Djibouti was prepared by the Ministry of Agriculture, Water, Fisheries and Livestock, in charge of Fisheries Resources (MAECI) with the support of the World Bank, to help the Government of Djibouti implement its new rural development strategy and achieve its objectives in the agri-food sector. The project includes four components and five sub-components. The total budget amounts to USD 17.8 million, of which USD 15 million is financed by IDA/World Bank, USD 1 million by the Government of Djibouti, and USD 1.8 million by the beneficiaries (loans and own resources).

The objectives

The overall objective of the FAR project is to strengthen the competitiveness and resilience of agri-food value chains in Djibouti. To achieve this, the project aims to:

• Introduce new technologies and appropriate investments to address the impacts of climate change.
• Facilitate access to finance and promote financial inclusion for stakeholders in the agricultural sector (agriculture, livestock and fisheries).
• Reduce poverty and improve food security for rural and peri-urban communities.

Beneficiaries

The direct beneficiaries of the project are rural and peri-urban households involved in the agri-food sector, either individually or through producer organizations, as well as entrepreneurs engaged in different stages of the value chains. These include production activities, but also upstream and downstream operations such as input supply, logistics, processing and food distribution. Direct beneficiaries also include individuals participating in training sessions organized under the project.

Technical Assistance

The technical assistance provided by Microfinanza/CapTech aims to:

• Strengthen the capacities of agricultural actors and their organizations (cooperatives and small enterprises) through close support to enhance their technical and organizational skills.
• Facilitate access to tailored financing solutions, enabling rural stakeholders to implement economically, socially and environmentally sustainable investments.

To achieve these goals, the TA will design and implement a training programme for the target populations on priority themes of the agri-food sector. It will also provide technical assistance for identifying, financing and implementing sub-projects in agriculture and food value chains (producer organizations, entrepreneurs, SMEs and micro-enterprises). This technical assistance will ensure that the sub-projects are technically sound, financially and commercially viable, climate-resilient, and capable of generating employment.
